A Message from the Director

Welcome to the Anti-Displacement PDX Coalition! My name is Amanda Pham Haines, and since 2022 I have been honored to serve as the Director of this coalition, which exists to challenge the inequities that have shaped Portland’s housing landscape for generations and to fight for a future where everyone has the opportunity to thrive in the neighborhoods they call home.

For years, the ADPDX Coalition has been a powerful network of organizations that represent the interests of Immigrants, Refugees, Black, Indigenous, and POC community members in the Portland-Metro area. We strive to build relationships with tenants, homeowners, community groups, and advocates that are united by a shared mission: to protect Portlanders from displacement, stabilize housing costs, and ensure that the rich histories of our communities are preserved rather than erased. We believe that housing justice is deeply connected to racial justice, economic justice, and the right to stay and thrive in place.

In my role, I am committed to amplifying the voices and leadership of those most impacted by systemic inequities and displacement, because meaningful, lasting change happens when frontline communities are at the center of the solutions. Whether it’s increasing community oversight in Portland’s newest Tax Increment Financing (TIF) districts, advocating for policies that stabilize housing costs, or preserving and celebrating the histories of communities too often erased by gentrification, our work is rooted in the understanding that unchecked systemic inequities harm us all, but harm some of us disproportionately.

I am proud to work alongside a coalition of residents, organizers, and policy advocates who bring deep lived experience, strategic vision, and tireless energy to this work. Together, we are not only pushing back against displacement but also crafting bold, community-driven solutions to address its root causes. This includes advancing tenant protections, advocating for equitable development models, and holding public and private institutions accountable to the people they serve.

At this critical moment, with historic City Charter reforms reshaping Portland’s government and the ongoing impacts of the housing crisis and systemic inequities, the ADPDX Coalition remains steadfast in our mission. We are not just working toward policies that temporarily alleviate harm—we are building a movement that reimagines what housing justice can look like in a city like ours.

I invite you to explore our website to learn more about our initiatives, like our work on increasing community oversight in TIF districts, our advocacy for rent stabilization strategies, and our efforts to celebrate and preserve the stories of communities that have been pushed to the margins. This is work that cannot be done alone, and we need your voice, your energy, and your partnership to push for the bold, transformative changes our city desperately needs.

Together, we can create an affordable, inclusive Portland that reflects and honors the histories, contributions, and resilience of all its residents—past, present, and future.
